Gulf for Good’s ‘Kilimanjaro Initiative’
In collaboration with Gulf for Good, PMKConsult is participating for the second time in Boxing for Good, a White-Collar Charity Boxing event in support of the ‘Kilimanjaro Initiative’. Leading project and commercial management consultancy, PMKConsult, announces they are back in the ring at Spartans White Collar 5 on Saturday 9th December, in collaboration with Gulf for Good and Spartans Boxing Club, to raise funds to support Gulf for Good’s charity project – the Kilimanjaro Initiative. At PMKConsult, our charitable responsibility has always been at the forefront of our culture. Alongside this commitment, we extend our support to our people, valuing their interests and advocacies both within and outside the office. Leading project and commercial management consultancy PMKConsult announces another sponsorship in support of Gulf for Good. This time, the initiative is The Foundation of African Empowerment in Tanzania. As charity partner for the Spartans White Collar event, Gulf for Good aims to raise funds to build a proper Integrated Early Childhood Development (IECD) centre in Samaria village located in the foothills of Mt. Meru in the Southwest region of Kilimanjaro. THE CLIENT The Priory Group is based out the United Kingdom and operate specialized clinics and rest homes for psychiatric treatments and operate many schools for special needs pupils – especially in the spectrum of Autism. Priory established in the UAE in 2017 with their first clinic in Dubai, they followed on with taking over the operations at the Al Karamah School in Abu Dhabi.

THE PROJECT This project involved establishing a Wellbeing Clinic in Abu Dhabi for our client- Priory Healthcare. The company found a Villa Property in a very prominent location in Downtown Abu Dhabi. Having planned the scheme, the Property acquired a change of use (from residential to commercial) and the scope of fit out works was agreed with The Department of Health. Under a design and build contract, the contractor established site works with a 15-week, fast track programme. Under the scope, 20 specialised consulting rooms were to be created along with associated back office and reception/waiting space. The new requirement for the space was spread over the two floors. OUR APPOINTMENT Our appointment from Priory Healthcare was a result of our successful project completions on two previous construction projects for the Al Karamah School. Our understanding of this British client translated to the local design, approvals and construction sequence added true value and smoothed the process throughout. During this commission we were in close control of all dialogue to and from the client and the contractor. The team logged all conversations that affected the design and execution as

THE CLIENT AVIV Clinics offers a comprehensive medical program, which includes Hyperbaric Oxygen Treatment (HBOT), cognitive and physical training and nutritional coaching to help maximise performance of the brain. With their U.S.A. branch in Florida, the new Jumeirah Lakes Towers clinic in Dubai will offer a first-of-a-kind specialist diagnosis and treatment facilty in the upcoming medical hub for the Middle East.

THE PROJECT The clinic offers six multi-occupancy hyperbaric chambers each accommodating 16 people. The Radiology suite provides MRI and X-Ray rooms, specialist consultancy, physiotherapy assessment and therapy rooms. A multi-storey automated carpark will provide 130 spaces. The clinic is meant to attract a high-profile clientele given the sophistication of the treatments it will provide, and therefore the clinic’s atmosphere needs to reflect this proposition while still possessing the specifications of any first-rate medical facility. OUR APPOINTMENT Our appointment began in March 2020, we were selected to carry out this specialized work due to our experience in delivering several large-scale new build facilities for global companies. We have carried out many fast-track healthcare projects. For this project, we have deployed a team of project managers, all supported by senior level management, with emphasis on the healthcare and more technical workstreams for the project. We managed multiple stakeholders
THE BENEFIT We supported the AVIV Clinics corporation by using our wealth of healthcare experience and expertise to bring about a successful outcome on this exciting project. With a key focus on risk management, fast-track project delivery, and multi- stakeholder engagement, we provided cost, programme and compliance certainty for this project. Due to the fast-track delivery strategy, the clinic was scheduled to be delivered in approximately eight months from contractor appointment. This is AVIV’s first clinic in the GCC; it will serve the greater region with preventative healthcare and rehabilitation for individuals requiring specialized treatment to overcome complex health conditions.

Capital Health, headquartered in Abu Dhabi, is a private integrated healthcare group operating two healthcare facilities in the UAE. One of which is the Specialized Rehabilitation Hospital (SRH). This medical facility is a specialty hospital providing acute and long-term rehabilitation, along with inpatient, outpatient and home care capabilities. Affiliated with the Shirley Ryan Ability Lab, Capital Health brings together stakeholders, physicians, clinicians, therapists and nursing staff for the betterment of healthcare.

THE PROJECT The G+10 storey building (24,000 sqm) was a previously distressed asset that required reignition. To recover this project, we developed a bespoke procurement strategy allowing the design, construction works, and operational briefing to run in parallel. The medical facility has 165 patient bedrooms including 15 ICU bedrooms, 1 VVIP, 6 isolation rooms and 11 VIP / HDU rooms, along with three procedure rooms and eight outpatient consultancy suites. The hospital has eight state-of-the-art gymnasiums, a hydrotherapy pool, dedicated floors for pediatric care, a full radiology suite with MRI and CT scans, fully equipped laboratories, and a pharmacy. OUR APPOINTMENT We were appointed to provide Project, Design and Cost Management, during the precontract and post contract stages with the addition of Construction Management services at post contract stage. Given the complexity of the project and the timeline, we coordinated with a multitude of specialist healthcare requirement providers, planners, authority compliance specialists’ medical vendors and design consultants, while applying our knowledge and expertise to develop a robust design and a delivery strategy in the absence of final technical data for individual medical equipment. THE BENEFIT Due to the project’s recovery status, we provided significant benefit by establishing a new starting point. We assisted our client to redefine their project brief in order to appoint appropriate Specialist Design Consultants, Healthcare Planners and Contractors. Our client’s key driver was programme, and with emerging requirements impacting the building fabric, MEP installations and medical equipment selections, we were a constant presence on site, monitoring progress, quality and site management to ensure best practice governance, speedy decisions and clear direction was provided to the design team and contractors. With this streamlined approach, the hospital was able to admit its first patient in Q2 2019 just 20 months following our appointment.

THE PROJECT After successfully establishing in the UAE as Moorfields Eye Hospital in Dubai Healthcare City, Moorfields Eye Hospital London’s newest expansion project was to bring its specialty to Abu Dhabi with a view to provide international ophthalmology care services to clientele in the Emirate. The project was to refurbish two semi-detached villas to create a full service capability for eye care. The space was to be re-designed with space planning suiting a medical facility along with a full fit out in line with its brand guidelines. The eye hospital is located in an upscale residential neighborhood of Abu Dhabi Marina District, where many such boutique healthcare developments have established. OUR APPOINTMENT We were appointed as a the project management consultant to work in the capacity of a Design Manager in the pre-contract stage and as a project manager/client representative during the post contract construction, testing-commissioning and handover stages. Our work involved extensive coordination with the main contractor and multiple stakeholders both local, regional and international. A part of our coordination and management involved extensive liaison with the client’s local partner/operator United Eastern Medical Services (UEMS) of Abu Dhabi. The project was executed within the timeframe of one year with the eye hospital successfully handed over adhering to budget and timeline.

THE PROJECT Anglo Arabian Healthcare Group acquired Amina Hospital in Ajman as a recovery project, which had been abandoned mid-way through the construction phase. The project’s revitalized aim was to develop this into a high-end Healthcare facility following International standards under Anglo Arabian ownership. The hospital was to be operational as a fully functional specialist facility with all Diagnostic and Treatment facilities, including four state-of-the art operating theaters, laboratory and imaging suites with CT scan and MRI. A full A&E department with Trauma and a full OBGYN suite with NICU and pediatrics. The facility was to serve as a leading Private Sector Healthcare provider for Ajman and the Northern Emirates. OUR APPOINTMENT We were appointed as the project and design manager working in the capacity of design manager in the pre-contract stage and as project manager/client representative during the post contract construction, testing-commissioning and handover stages. This involved extensive coordination with the main contractor and all the stakeholders, including the client/operator team. The challenge was to convert a half constructed medical facility designed for limited medical functions to a high end, multi-specialty hospital adhering to all International standards of healthcare and wellness. The project started in early 2014 and was handed over to the operator mid-2016.
THE BENEFIT Due to our extensive track record in healthcare deliveries and handling of ‘recovery’ projects, we were instrumental in steering this project with an in- depth knowledge of regional specifications and authority regulations in addition to performing the role of a key facilitator and advisor to the client. Working with an existing building with limited scope for expansion meant devising effective strategies to implement and deliver spaces according to the ambitious medical space programme developed by the client’s operations team. This meant working closely with the design team and the contractor’s team to come up with solutions that were both buildable and cost efficient.

THE PROJECT The clinic is a 364 (expandable to 490) bed facility and is a unique and unparalleled extension of the Cleveland Clinic model of care. The project was to manage the delivery of the on-site hospital catering facilities. The facility serves multiple areas of the hospital from VIP and Royal Suites, and Conferencing Centres. The facility accommodates live cooking demonstrations and is available to staff and visitor areas. The programme was carried out within one year and was delivered alongside the main programme of the medical facility. The facility was required to accommodate multiple meals of varying cuisines on a continual and daily basis to satisfy the requirements of the clinic. OUR APPOINTMENT Following initial inspections by Abu Dhabi Food Control Authority (ADFCA), we were engaged in a direct hospital operator appointment to scrutinize the design and analyze the as-built conditions. The ultimate objective was to ensure the catering facilities obtain ADFCA approval. MEP and Fire and Life Safety related issues were also identified, revised accordingly and implemented to guarantee the necessary approvals. The kitchen required an industrial fit out to accommodate the significant output required by the clinic; additionally, the layout and design required impeccable operational efficiency to account for seamless flow and sanitation requirements in line with any food and beverage establishment.
THE BENEFIT Our delivery of catering facilities and industrial kitchens in the hospitality sector, coupled with our extensive healthcare project management practice enabled us to deliver the required first-rate facility for our client. Through our detailed review and understanding of Abu Dhabi Food Control Authority ADFCA, ADCD and ADDC requirements, we were able to identify key areas requiring a revised scheme to satisfy the governing bodies. These corrective measures allowed for the project to be completed within the allotted timeline, in accordance with the approved budget and exceeding the standards and expectations of not only the governing body, but the Hospital Operator and Stakeholders.

TDD (TECHNICAL DUE DILIGENCE) We offer technical due diligence, involving a systematic assessment of the technical and commercial aspects of an asset. We evaluate the condition, performance, and potential risks associated with the project, enabling stakeholders to make informed decisions by identifying any technical issues, deficiencies, or opportunities that may impact the project’s success, performance, or value. Technical due diligence can add value to a client across a number of areas including; • Insurance revaluation to confirm whether they are over-paying or in fact are under insured. • Cost to complete of a partially complete or dilapidated asset. • MEP replacement cost assessment. • MEP provision assessment. • Close out review for contractor handover.
FEASIBILITY STUDIES A feasibility study will highlight all critical considerations and factors that will help determine the viability of a particular project. Such aspects include the economic, technical, legal, and time frame considerations for the project. Site investigations and a review of service provisions are often critical to a feasibility study. In commercial fitout projects, the site investigation may include a review of the façade weather tightness, provision and depth of any raised access flooring and landlord design guidelines. Geo technical surveys are critical to understand ground conditions and load bearing limitations for a base build project. The site service provisions for power, chilled water and parking provision can have a major impact on upfront project costs and may impact profitability. In our market, regulatory considerations are also taken into account to make sure that the project will stand up to any requirements set out by the relevant authorities.
CONSTRUCTION MANAGEMENT We use a hands-on and agile approach to delivering these services ensuring strict adherence to time, cost, and quality. We are well versed in design-bid-build, design-build, base build, shell and core fit out, interior fit out, HSE management, and quality management including quality assurance, control and improvement throughout the construction process. Jon has delivered commercial and cost management services on numerous construction projects over his career spanning more than 30 years with over 10 years in the UAE. His experience extends from the grass roots level on site quantity surveying to client side commercial management.
